sounds like you are getting a surge of hot air at the onset. this is the give in the whole give and take equation of performance mods. the open filter is said to flow better (a result of a less restricted intake route) than the stock air box. however, at times when the car is moving slowly, you will more than likely get your fair share of hot air into the intake. i'm sure this is exagerated by the addition of the ic fan.
options include:
1. reinstall the stock filter housing
2. relocate the filter to the wheel well
3. dump the stock ic for a fmic
4. deal with it and suffer at the lights for increased performance on the highway
