It' s operation is as you describe - there is a pre -load put on the spring determined by the arm length. I really can't see wastegate creep being big issue - it only gets pressure when the APC gets going at 3100rpm - before this the signal is bypassed by the solenoid and when it gets a signal it's a modulating one - the wastegate flutters to regulate the boost rather than opening wide.
The other meaning of the term wastegate creep is when you crank up (shorten) the arm to get a higher base boost - this causes the wastegate to lose its travel distance and be unable to open sufficiently to let off the boost - or is this called boost creep? - in either scenario you are better of getting another actuator with a higher rated pressure opening .
