If you have the HBC sourced from the turbo compressor hose barb then what you describe to be expected.
If you source from the manifold then it will be much different, but with a more pronouced overshoot. But the Abbott ECU should tke care of that. The Abbott ECU is reported to be able to fuel up to the fuel cut of around 22 PSI.
You could try a pressure tap near the BPV.
Whistle or tooting? Mine makes a suttle but definae whine/whoosh that is very satisfying. It sounds very business like. The OEM BPV's do get honky when the boost is increase.. but I am sure that you know that one.
I had a HMC fed from the throttle body and it gave solid boost... until the first winter :)
