Hmm, thats not good news for me. I can't seem to get my car passed at the MA emissions due to high HCs (I'm 3 times the limit). I de-tuned my car ('85 SPG) leaving only a MSS exhaust, K&N filter, and a '91 SPG distributor as modified parts. I have no vacuum leaks, a fresh tune up, 89degree thermostat and fan switch (to try to get the car to run warmer and hopefully pass), and my AMM is set so it fluctuates between 1.5 and 8.5V measured at the O2 sensor. I even have the same CAT on the car that my father had on his '85 when he passed a few weeks ago.
The only problem I can come up with is that the turbo is going bad and leaking some oil, but all the inspection guys and mechanics I've talked to say that a car can pass emissions with smoke pouring from the exhaust (I have none visable).
Does anyone else have any suggestions? (It sucks when you de-modify your car and then can't re-modify it because you still can't pass, hehe)
