The wheel wells on our cars can accommodate up to 18" rims (ask GM). Once you see the 16s+ on there, you will want to keep them on there! There are many good Saab 16" wheels, and now lots of aftermarket wheels (Ronal, 1010tires.com, etc) are available. Check with Trent Saab as well.
As far as tires, I'm no pro on the whole tire size variation game. I know that 60 profile tires look like balloons on a lowered car, so I'd be thinking along the lines of 50 profile or lower. Kumho makes a great 50 profile tire that you can get for under $80.
Those springs are going to settle. Not much, but they will go down more as the weight of the car does its magic to them. This will happen over the next few days, during which I'm guessing you could experience some light rubbing issues with your 60 profile tires. You can trim away some of the material on the wheel arches to alleviate this very minor rub.
