At high or even moderate speeds there is no benefit to a filter in the fender as plenty of outside air is getting to the engine compartment it' sat low speeds and stationary in traffic that you need help. An alternative to remounting the filter that has worked for me is to put a small car fan on the back of the IC - this has a twofold benefit; you get better IC efficiency at low speeds (where is simply not enough air passing through the IC to do any sort of cooling) and the engine compartment near the filter gets outside air blown in so it never sucks in any hot air. I just trigger mine with a dash switch when I get into traffic on hot days - you can really tell the difference in pickup response with it off ond on.
