I have a small, cheap boost gauge that seems accurate enough for the job. I only use it for this sort of thing, so didn't have to find somewhere to permanently mount it. Measure base boost and compare with the spec for your car (I only know 9000s, and only a few of them).
The actual adjustment is made by loosening the locknut on the wastegate rod, unclipping and turning the threaded end - shorten it to increase base boost, lengthen it to decrease base boost - then clipping the end back on the wastegate lever and tightening the locknut.
Measure base boost again and re-adjust if necessary. Do a half-turn at a time. The pain is waiting for it to cool enough to work on if you don't get near enough first time (but not as much pain as if you don't wait!)
Alternatively, a dealer or independent mechanic who knows Saabs can do this.
With base boost too low, my experience is that a Trionic car feels anaemic, with too much lag, and needs to be revved to get full boost. I suspect that it would cause APC cars to suffer lowered maximum boost.
