You can adjust the balance of oversteer to understeer by having different stiffness front to rear, adjusting the the stiffness equally front and rear should maintain the same balance, but most stock suspension are softer sprung in the rear and most aftermarket springs have less of difference between front and rear stiffness effectively doing what Brad said; making the rear springs relatively stiffer. You can also put softer springs up front if you want oversteer, but want to soften ride quality, but I would not recommend it for performance. There is a great chart in a old sport compact car that explains exactly what changing things like spring rates, tire pressures, bound and rebound front and rear, do to handling. If you want I can dig up the volume number for you.
