Illegal?? I guess everything's illegal in CA! What's wrong with a header if you still have the cat? As far as equal lengths I've read conflicting stories. The first is that equal lengths are better for helping get the exhaust gas out. But the second is that the turbo is driven better with several small pulses rather than one large one. Either way, it would look great in the engine bay.
