A 400 hp Honday Civic? What do you guys think?

I was at a wedding last night and got talking to a gentleman beside me about tuning cars.
He was mentioning that some Honda Civics in California are modified so much that they run about 400 h.p. out of a 1.6 engine. He said that he saw this in some performance magazine (he mentioned the name, but I forget the name of the magazine). The civic had lower end work done, head work done, had a turbo put on it running 14 p.s.i, and NOS.
I sat there and shook my head in disbelief. How can a 1.6 run 400 h.p.? 300 h.p out of a 1.6 I can see. But 400 h.p? How could such a small car handle such power? Wouldn't drive axles break? Wouldn't the frame of the car bend under such power? Is there any merit to this claim? Or is this a bunch of huey? Can anybody shed some light on this?
