Yes a more efficient IC can easily be more restrictive, but the turbo will then be working harder to overcome this pressure drop which will make the turbo discharge air even hotter which will negate some of the efficient IC's benefits. And the higher boost pressure requires more shaft HP for the compressor shaft. And how do yuou get that, by having the wastegate more closed gto produce more exhaust manfold back pressure which translates directly into a reduction in the engines shaft HP.
So the whole thing is very complex. But remember for power, you need more CFMs. So at high CFM's the pressure drops build up.
So a larger less restrictive IC is always good, and perhaps some more thermal mass helps too. But not if the IC is in the engine bay. Then that advantage is greatly lost compared to an IC out in front.
