Vacuum leak

Sounds like a vacuum leak... somewhere.... at or after the throttle butterfly.
If the TPS is at "idle", the fuel cut off will happen at 1800 rpm and return at 1500. When my IAC valve was stuck open, the idle speed fluctuated between the said figures. Try to borrow another IAC valve and check all possible vacuum leak locations.
