Wastegate & Boost questions (long)

I'm concerned about base boost being too high. I disconnected APC solenoid power and read 5 PSI at 3000RPM going up a hill in 3rd gear (auto - too bad). Content with that reading I headed home, punched it and it spiked to 10 PSI. Does this make my base boost 5 or 10?
Tried to back off base boost but the Wastegate actuator rod is frozen on the thread. (Vice grip on rod near the nut, failed to turn the 'paddle' with a pliers). If I'm at 5 I'm OK, but if it's 10 I have to cut it back. If I can't adjust it how tough is it to replace?
Car running fine except for .5 second hesitation/shudder just before boost kicks in when re-accellerating at about 60MPH (what is that?). Boost doesn't stay on as long as I'd like, though, (it is addictive) so it could be cutting off.
Wastegate actuator was disconnected when I bought the car a month ago. Bad PCV check valve caused leak in valve cover gasket (repairing tomorrow night: it is temporarily removed with valve side open and other side blocked). New Sweedish Dynamics Hooter replaced failed unit the other night.
My 1st Saab, my 1st Turbo...what a blast. TIA for any advice.
