Fuel economy?
That is not really on the radar scope at all. The turbo is just loafing along when off boost, and mpg's don't involve boost. The amount of time that the turbo is on boost is seconds at a time. So turbo boost efficiency does not matter when off boost.
Now a VTN controller can open up the vanes to create the lowest exhaust gas back pressure when not on boost. This could help mpg's a bit. A conventional turbo could be fitted with a vacuum motor to yank the wastegate open with manifold vacuum. I don't know if that has ever been done.
If mpg's are an objective with a turbo engine, then higher compression rations will increase enginne efficiency. But boost has to then be restricted. So these configurations will probably be low pressure turbo setups.
