I know about heat of vaporization, phase change, etc., but there just ain't enough heat transfer going on in this situation.
Here's how it works:
Let's say a turbo car drives an auto-x course and returns to the "grid," which is the staging area for the cars between runs. He/she then pops the hood, grabs a little garden sprayer (with a pump), and proceeds to soak the IC. The sprayer is then set aside, hood is closed, the driver gets back in the car, turns on the motor, waits in line while others drive the course, & then gets to do another run. But by the time he's at the starting line, all of that water on the ic, sitting beneath a hot hood, is now vapor. And any that remains will be gone in the first few moments on the course as the driver mashes the go pedal.
We're not talking about an installed h2o sprayer system here, we're just talking about dousing the IC between runs. And the point is that this little spraying ritual apparently has zero effect on the car's performance.
