Andy,
Can't offer too much since most of my C900 experience is with older cars. But...
One thing to look at long and hard is the intercooler's situation. In a C900 you've got a double whammy - a fairly small intercooler that's in a lousy location airflow-wise. The fact that it slows a lot when "heat-soaked" says to me that there's not a good continuous flow of cooling air getting to the intercooler. First of all, is the i/c fan operating all the time? If not, try to wire it so it does and see if it makes any difference. Also, make sure all the baffles are in place between the ic and the front of the car. The goal here is to make sure cool outside air is drawn over the ic by the fan, rather than hot air from inside the engine compartment.
One other thing that might be a factor is it's possible to have your engine running *too* rich. A little extra fuel provides cooling and reduces the tendency to knock, allowing increased boost. But too much fuel can cause reduced power - it's a pretty fine line.
Just thought of one other thing, not sure if this applies to your situation. If you're running one of the older all-metal intercoolers, it has a built-in bypass valve - it's accessed via a plastic plug on top that's about 1.5" around. I wonder if that valve could be opening at high boost and allowing hot "unintercooled" air into the engine?
