Reducing the % of active spring will increase the spring rate. Removing dead coils will not effect the springrate, but removing active coils, reducing the diameter of the coil, increasing the thickness of the coil material, or increasing the torsional modulus will increase spring rate.
With a true progressive spring, by removing some of the active coils you'd be changing the range of the progressive rate. With a multirated spring, it would depend on what coil set you removed the active coils from, so the springrate would only increase on that coil set.
If you increase the springrate by cutting coils, the spring might not have farther to travel but it will take more force to get it to travel the smaller distance (ofcourse within reason).
