Real SPG bumper extansions are very hard to find. Yes, they are different from the turbo bumper extension, since the whole piece is molded, whereas the turbo bumper extension has a rubber/plastic edge that bolts on to the bottom of the panel to match up with the chin spoiler underneath the front of the car. It does not look as sleek as the SPG panel, but it is an acceptable substitution. I would never do it, but you can. Also, it would be wise to do both sides. Otherwise the replaced side will appear noticeably higher off the ground than the side with the actual panel on it.
Also, if you do hunt for a replacement, 85 -86 and 87 SPG panels are different than 88 - 91 panels. The 85-86 are for the old bumper/headlight style. The 87 does not accomodate the wider wheel arch rubber covering which came on the 88 and newer SPGs. I am not sure if the turbo bumper extension will either. These strips can be removed if you like.
