I suppose that the wastegate could be stuck shut, but that would be fairly unlikely, however anything is possible. Vacuum comes from your intake under boost. Find a manifold fitting that you can "T" and hook up this line directly to the wastegate(Not the compressor). Opening the bleed valve will do just that. It will place less pre-load on the spring and allow air to open the valve quicker with *less* boost pressure, allowing the vacuum to pull the wastegate open. This is assuming that you have a ball-spring type mbc. Try dialing the nut all the way back until it almost falls out, and then in a couple of turns just to secure it in, just to see what happens. Also, check to see if the base-boost isn't cranked up to far. This is fairly common with grass-roots high performance boosters. Start off with about 4 - 5 lbs. The guage pod in the car will tell you everything that you need to know. If it reads in "bar", and that's what's confusing you, just know that 1 bar = approx 14.7 lbs of boost. So shoot for .3bar or .4 bar for starters.
