The combination listed should easily be capable of higher boost pressures than realized and we find the most common boost production culprits to be(this will also be in the APC installation guide):
1.) Aftermarket plug wires without EMI suppression creating conflict with the ignition hall effect and signal to APC. Use on OEM wires and/or Magnecor 8mm. Also check your spark plugs and make certain that you employ the NGK BCP-6ES or BCP-7EV only.
2.) Ignition retard under boost advanced for boost levels. Make certain that full retard is capable of 10 dbtdc. Adjust at distributor with timing light and pressure pump(MityVac, etc.).
3.) Base boost levels low for max. boost target. Increase base boost levels via the turbocharger wastegate actuator.
4.) Vac. line or Vac. component failure is allowing for loss of pressure. Pull every vac. line from the intake manifold and attempt a blow through (mouth on line and blow). All vac. lines should prevent/check any allowable blow through.
