Base boost levels are typically relative to customer preferences but we generally find a majority of enthusiasts leaning towards a 50% base boost. For instance, At 20 psi, this would require a base boost adjustment towards 10 psi. Look for a progressive climb to full boost without fluctuation. The factory wastegate actuator should allow for an adjustment in excess of 10 psi.
High rate actuators are available in a 12+ psi format but are typically not needed unless seeking a very high (20+ psi) level of boost which we do not recommend with the factory T3 Garrett turbocharger.
A second means of some base boost provision is to employ a manual boost controller in line from the three way APC control solenoid and the wastegate actuator. This will allow for additional control and adjustment of base boost pressures without negating the safety of the APC system.
