yes, can go fast with turbo + n/a car, but u r limited to prolly less than double digit psi & your friend is starting with a motor that already has ~200hp in n/a form -vs- saab @ ~140 for 2.1L n/a motor (less for 2.0L).
well-matched turbo is helpful but psi is not the most accurate indicator--charge air temps & quantity are more telling.
your friend's car, with bigger hybrid turbo & (prolly) fmic, likely blows more, colder, denser air, has better timing and fuel delivery; these are not inconsequential factors, 'specially when compared to jetronic system & mostly "dumb" ignition curve (vac adv/retard). @ pressures you run at--beyond a t3 or t25's efficiency--u r likely blowing hot air cuz u r beyond efficiency range of turbo. saab ic's also not known for great flow; apparently cool well at the expense of higher back pressure.
saab weighs ~3000 pounds; your friend's civic coupe weighs ~2200 and likely has more h.p. given two cars of equal power/traction/gearing/etc., the 2200 pound car should beat the 3000 pounder by ~0.8 second (assuming ~0.1 sec per 100 pounds).
would be cool to drive the civic; sounds like it's sorted out nicely.
