While I don't know why your timing changed from one setting to the next, I do have a few thoughts.
1. The timing was set at 19 last week and you were seeing boost reach 22 psi but, it bounced around. The new/larger downpipe will help cure that even with everything else being the way it was.
2. Use the largest jet you have(0.7)
3. RRFPR at 3.0 bar? That might be a little rich at idle unless your injectors are the 24Lb units, then it sounds o.k. If you've got bigger than 24Lb units, I'd turn that RRFPR down to 2.5 bar or less, 2.3 or so.
To sum it all up:
Set the timig back to 19-20, add the larger water jet, install the 3" downpipe. Should be able to get 18+ psi of steady boost with this setup easily, but if it's currently hot weather where you live(80+ degrees)it may vary somewhat. The downpipe will make for more stable boost higher up, and the larger jet will decrease temps even further when you're there. No more boost needle bouncing around.
