First off, why are you checking speed at 3300 rpm? The published redline is 6000. Second, it is more accurate to use drive data rather than test it on the road -- speedometers are rarely correct.
C+D publishes a gear ratio of 0.66 in 5th gear, noting that you get 26.4mph per 1000rpm. My manual agrees. Therefore, if you redlined in 5th, you'd get 158mph actual ground speed. Unless 5th gear is out of spec, the clutch is slipping, or the tires are not the original factory size, this must be correct. This is consistent with my own experience: my speedo reads 82mph @ 3000, pretty close.
C+D also reports the Viggen's top speed as 151mph @ 5700rpm. This also jives with the previous data. Now, it is obvious that since the Viggen can't make it to redline, no other stock 9-3 will either...at least on a flat road. If you found a sufficiently long, steep hill, you could easily top out. I know of only one place in America where this is both possible and safe. You might find something in Germany, but I really have no idea.
I've personally reached an indicated 147mph with a little power left. Of course, my speedometer was probably reading as much as 7mph fast.
