I'm not 100% positive on the redline, but the actual tach shows red at 6k and C+D's tests indicate they shifted at 6k. However, I do remember hearing something about actual redline being 6250, but I have no way to test this since I have an automatic.
For my car (and 9-3's actually) the REAL top end should be 158, but you're right, I should be able to see 164 on the speedo at redline due to error. Assuming that there is no electronic limiter on the 9-3 (I don't think there is), the only thing keeping us from the top end is drag. Drag is related exponentially to speed. This means that while the drag at 30 isn't that much higher than at 10, drag is way higher at 158 than at 150. The point where you stop accelerating is the point at which the force of drag becomes equal to the force the engine exerts on the road. Since the HP curve drops off at the top end of the rev range, it's pretty easy to see why this happens. Given more horsepower (260+), I don't see why you shouldn't be able to redline in 5th.
As for the steep hill situation, the force of gravity trying to pull the car down the hill adds to the engine's power, effectively increasing the car's net power output. The drag is the same. If gravity's extra force is large enough, will allow the car to redline even if the engine doesn't have enough power on it's own.
The link below has Kevin K's post with the equation for finding max speed while taking into account drag. It would be hard to be really accurate using it, but it's a good ballpark way to figure.
