Yes, you have the right idea for connections.

You can get regulators at hardware stores or places that sell air compressors, hoses and accessories. These are quite small. Don't get plastic, to much heat. You will have to thread 1/4" hose barbs into it. Get those at the same place. Usually brass. Use some teflon tape to keep contaminates out of the threads. See next para. There are two type of regulators. One type will bleed off down side pressure as the regulator is down adjusted. You don't want that. You need a regulator that will not bleed down the down side pressure as the regulator is down adjusted. That is the type that you need and the most basic, perhaps cheaper too.

Once boost starts to build the regulator will flow to the WGA, but it will only apply pressure up to the regulated pressure, and no more. Because of the MBC's bleed orifice, there will be a continuous flow thru the regulator during the phase before the MBC cuts in. Once the MBC starts to flow, the pressure in will be above that of the regulators setting. At that point the regulator will not flow and the MBC sees business as usual, but the WGA is pre-presurized. There are some regulators that will bleed down any pressure in a line above the regulators set point. So if you had a regulator setup to feed a pneumo tool and the tool was connected but not running, when you reduced the setting the regulator would relieve air from the hose or piping to get the pressure down to the setting. You do not want that type. That feature also costs more too. If you have that type, then the regulators down side bleed off feature would add to the flow losses of the MBC's bleed port (not good). So that is a complicating issue.

The idea is to reduce the pressure overshoots. If you have a 3 PSI pressure overshoot, then you have to adjust to a level of 12 PSI to avoid fuel cuts. And the size of the overshoots will increase in the cold. So by reducing or eliminating pressure overshoots, then you can increase your boost closer to 15 PSI without triggering fuel cuts with the overshoots. That will allow greater boost and power and avoid fuel cuts. So a lot of benefits if it works out.

If you get the right kind of regulator then it will not add to the MBC's bleed flow. So no change to the MBC setting for that. And the flow through the regulator will not drop the pressure that the MBC sees at its input, so no change for that either. And as the MBC is starting to open, we are hoping that the pressure regulator has pressurized the WGA and the only flow at that point will be through the MBC's bleed port at the pressure of the regulator's set point, which should not be significant.

If you use T connectors. Make the connections straight through for the MBC and right angles for the pressure regulator. Perhaps you can find nylon Y splitters which would be ideal. We want the MBC to get high flow capacity when it does its opening surge.
