well,
I could write a page on this, but ill try to keep it short and simple.
We are dealing with two different things, Force (torque) and Power (HP) Power is the ability to do work over an amount of time and is not a measure of force.
Torque is what gets you going, a cars acceleration is directly related to the torque output of an engine. The more torque you have the faster you will accelerate.
HP= Torque x RPM / 5252
Horsepower is basically the duration that the torque will be effective for, or how fast the car will accelerate (how much torque) as the rpm's rise. A car with flat long torque curve will accelerate much faster compared to a car that has a very peaky one.
A car with 420lb/ft at 2500rpms but only 225hp at 6000 is going to accelerate a lot slower then a car with the same torque but higher horsepower. The car with lower horsepower will need to shift much earlier in order to stay in the torque band whereas the car with higher HP can stay in gear longer as it has more torque available over more of the RPM range then a car of lesser HP.
If you want more low torque on your saab you would built it so that boost would come on very early by using a small turbo which would become ineffective at higher RPM's thus limiting your HP. If you take the same saab and bolt on a t3/t4 hybrid with a Huge compressor wheel and a huge exhaust turbine you are going to make more torque high in the rev band which would equal more horsepower, but this would be at the price of the low end torque so maybe below 2000rpms the car is a dog, but hey, you can spin the tires at 65mph so who cares?
well i tried to keep it short and simple, i guess physics was worth taking.
