...that one person's experience is only anecdotal at best, and cannot be relied upon as proof that a modification works or is worthwhile. If one person reports an increase in power and the other a decrease, what does either say about the mod's value? Nothing, unless the circumstances under which the tests were conducted were controlled, i.e., same car, only one change to system, repeatable, etc.
I don't know why the guy's power dropped. He mentioned that a shop wrecked the 3-inch system so they bought/installed a stock system. His perception was that power was much better with stock.
Web-based claims sometimes go something like this: "We got 30 horsepower from tinting the windows. We also added larger injectors, ported the head, and fit a better air filter. Man, that tinting sure was worth it!"
Actually, my point is that, when given the option to heed advice posted to web forums versus that written in books published by reputable companies (I believe Bell's book is a Robert Bentley volume), I believe it's probably a safer bet to go with the book.
As before and always, this is simply my opinion, and you know about them, regardless of what type they are. As such, feel free to heed/ignore whomever's advice you wish :-)
