Ok for what it's worth here is my 2Cents worth!
The car at this point is irrelavent. The saab, no matter what flavour or year has complex electronics. Therefore fix 4th item first. Techs always seem to piss around with everything else except the finding what is making the ECU(s) act abnormal. You'd be surprised what a cheap sensor fix will do to drivability.
Next, if you plan on an exhaust system in the near future, don't worry about 3rd issue to much, wrap it with muffler tape or fill it with muffler cement, something like that.
First issue could be affected by the bad sensor, while your at it make sure all sensor are working properly (take them out and measure them with an Ohm meter) if any are out of spec replace them. The motor will only use as much air as it needs with given equipment PERIOD! Make sure you have NO AIR leaks in your system between the air filter and the throttle body, all hose etc are tight and properly fitted...very important. Check for cracked hoses as well.
Issue 2: check the the blow off valve first, if not sure buy a stock new one, farily cheap. If your turbo is toast, then it's toast but make sure the easy and inexpensive parts are correct and working properly.
When you have a sick car it's seems easy to buy upgrades as a fix, but what do you buy first and how do you know the upgrade won't suffer the same symptoms / problems as before.
It won't hurt to have a look at your plugs, if your not sure, replace them, cheap insurance.
