Hope all is well!
most of the turbochargers on the market have a gravity sump which will not allow for inner bearing housing oil pressures or levels. This is accomplished by the outlet/return to inlet ratio which, in some cases can be as great as 5:1 (the oil return will be 4 times larger in area as the oil inlet). The oil inlet port on the T3 Garrett turbocharger, for example, is .385" while the return port is .65" x .75" which insures that the oil return is always greater than the oil feed.
A restriction of this return would allow for accumulation of oil levels which would then bypass (leak past) the piston ring oil seals.
