Boost Pressure - BPC, Confussion and more...

I purchased my 1995 9000 Aero about a month ago and when I bought it someone had bypassed the BPC by coupling 2 of the hoses leading into it together and pulling the wiring harness. The car was basically in base boost at this point, or so I was told.
I hooked the BPC correctly and the car over-boosts almost 3/4 into the red and the fuel cuts. This I understand is normal and I a safety measure to protect the turbo.
I wanted to replace the BPC to avoid having to watch the turbo gauge during accel. and to prevent reaching fuel cutoff so I recently bought the part. I put it in yesterday and it did prevent the pressure from peaking to the point of fuel cut but the boost was not even going into the red.
Because the car was overboosting with the bad BPC I know how was the car can be but with the good BPC it isn't.
So how can I address this?
Is there something else that could be amiss? Can I put the good BPC in and tweek something to generate more boost? Set the limit higher? What things should I look at as sources for this type of issue?
I want to figure out also whether I should return the new BPC and look for some other alternative.
All your help would be greatly appreciated.
Neil
