I don't know if anyone's actually done performance rally with a 9000. As far as I know, my 9ks is the only rallycross 9k out there (by default b/c it's paid for so flogging it is less stressful). I just use stock "s" springs with Konis, stock sway bars with poly bushings in back, and poly front A-arm bushings.
For your purposes with nasty roads, I'd say stick with something like this-keep the stock springs & sway bars, and add a set of Konis. They are adjustable, and start off ~20% stiffer than stock. From others on the board, I've heard that the Bilstein sports are pretty stiff. For me, the poly a-arm bushings minimize toe changes from braking, and last longer than the rubber ones. They do make the ride a bit stiffer in front, and creak occasionally, but well worthwhile for better turn-in.
