If your brakes can lock up your wheels than you have more brakes than grip. The reason the front has more stopping ability than the rear has to do with the increased traction from the weight shifitng forward. Stickier tires will have more effect on braking quality than playing around with pad compounds and rotor types. If Jak's rear wheels feel like they want to pass the front, clamping hard on them will only lock them up quicker and make the situation worse.
PS I'm assuming that when Jak says the rear wants to pass the front, he means the car feels squirreling, like it wants to swap ends on him...
