base boost/ cruise control??

Hello everyone...
i have a 1990 9K turbo getting only base boost after many mods...
i've been doind a lot of reading about problems that result in getting only base boost. One of them had something to do with the cruise control system.
My car USED to have an automatic transmission... i've since converter to a manual... after the conversion, i noticed the cruise did not work at all anymore... however, i had plenty of boost as i recall...
During the conversion, i had to jump the automatic shifter selector harness to make the car think that it's in neutral so it will start... however, i see that the cruise control system has to think the car is in DRIVE to engage the cruise...
...how can i get the cruise to think the car is in drive? what do i have to jump for that?
The cruise control light never ever lights up anymore... and it's not the bulb either... but... could the system not working correctly be ralated at all to the fact that i only get 6-10 psi?
i tested the car with the wastegate closed, and still got only 10 psi... so is this just as simple as a defective turbo unit?
