400hp from a N/A Honda, keep dreaming. It's pretty much been shown that around 260-280hp is the limit for a B motor Honda. One of the reasons why it can't be done in a SAAB(atleast with store bought parts)is that the Honda motor has a MUCH MUCH larger aftermarket following then a SAAB N/A motor and so their are more people with more money making more things in order to make more power. Most of the time most folks don't fiddle with the factory internals on older gen SAAB's since they're so damn overengineered and won't need replacing unless you're going really nuts (i.e 500hp+ 2.3L). In terms of 1/4 mile SAAB's aren't really your best choice just because, like all FWD cars, they spin like a mofo off the line. Your best bet for that is a bigger turbo so you can build boost later and leave with better traction, drag radials to get the power down and a motor tuned for the mid to upper RPM ranges to save your transmission some pain. Basically SAAB transmissions will last a VERY long time provided that you don't 4k clutch dump every day or have a torquer motor. The SAAB's real forte is rolling street races, this is where it gets to use all of it's notorious torque to it's advantage in an environment where traction problems are significantly mitigated. Basically a good 300hp early 9000 from a roll would hand a Camaro,Evo,WRX,SRT-4 or other comparable cars it's ass. Don't try the same thing from a dead stop unless you got a lot of road ahead of you to play catch up. In terms of autocrossing as long as you get your suspension sorted and an LSD thrown in there they can be VERY competitive and will leave more then a few surprised looks on fellow racers. I know some of this is turbo stuff but the turbo motors are really where it's at seeing how power can be attained quite a bit easier than a N/A motor.
