Getting more power from a N/A engine can be had. 400hp is out of the question. Maybe 200-215 is more like it. The SAAB head is the limiting factor for making big power in N/A form. The ports are very small compared to say a Toyota or Honda V-tech. This is why Saab's make crazy torque with the hair dryer (turbo). The 2.1 head flows a bit more than the 2.0 head you'll need custom pistons to raise the compression. 10.5:1 probably is the max for 93 octane pump gas. Several years ago we built some custom SAAB big valve heads with custom cams for a team in Europe.
The best bang for the buck is a 2.0 turbo, street ported head, mild cams T4/T3 Garrett turbo, 3" turbo back exhaust, proper tuning and go have fun. I still have a older 91 9000T 2.3 w/ port matched head, stock 145k bottom end, 3" turbo back exhaust super 60 T3 compressor wheel in stock T-25 with 10 degree clip on the exh to increase flow, big bore throttle body and Abbott larger intercooler. A total sleeper this car is faster than my Viggen kills V8 Mustangs and Camaros from anything over 20mph has run side by side with new C6 Corvettes (not Z06's) to 130 mph plus.
This car would not 1/4 mile good due to traction problems and me not wanting to trash the tranny.
