Red on the boost gage is solid red, a stock.....

high pressure turbo (the 200HP rated engine) or the high output turbo (225HP Aero with manual transmission or 1998 CSE with manual transmission) would peg the needle of the boost gage at the end of the red/yellow and beginning of the solid red. The initial boost for a 225HP engine would on ocassion put the needle inside the solid red and then backs off to the beginning of solid red.
If your car only gets to the beginning of the red/yellow region, then you are not getting the full power/boost of the engine. Of course I am assuming your boost gage is reasonably correct. I would get a calibrated boost gage to see what kind of pressure you are getting.
I have a feeling your engine is limited to base boost. As you said, you need to track down why the computer limits the engine to base boost. jj mentioned your cruise control unit might be the culprit and that is a good possibility. Go to the 9K bulletin board and do a few searches and you would get lots of posts on getting back up to full boost. It maybe as simple as a loose vacuum line or a missing clip on your waste gate.
