Hello there...
I don't know if you need to swap your FPR with a higher bar one... however you might want to check it for vacuum leaks... i had low boost issues and my FPR turned out to not be connected AT ALL!
also, the BPC solenoid mentioned above is one of the main causes for low boost...
try this...
disconnect the middle of the THREE hoses on the BPC... it's located mounted on the inside of the radiator on the drivers side....
anyways, go on a SHORT spin around the block... you're base boost problem should have gone away...
if it DID, this means that either the BPC is shot, and needs to be replaces, $200 OUCH... or the apc is acting up.
if unplugging the hoses does nothing for you, then your turbo could be damaged or the wastegate rusted open...
