I don't know of anyone using foam-only on cars the way they do on bikes. it's usally more of a pre-filter for sand and dirt that you put over an exposed cotton (K&N) filter.
So OEM (paper type media) disposable vs. oiled cotton cleanable.
Paper media filters by having very small holes in the paper that let air through, but not dirt. This gets the air clean, but is a considerable flow restriction.
Oiled cotton filters clean by the dirt and dust sticking to the oil on the way by. They have bigger holes in the media, so air flows more freely (thats why you want oiled-foam on top to pre-filter, if it's really dusty).
As far as paper filters, the OEM has a lot of surface area. I don't think it's worth ditching the OEM filter unless you make an air box to get cold air to the free flowing filter. I think a clean OEM filter is probably fine airflow for any HP range, but i bet you get better throttle response and less lag with oiled-cotton.
