It sounds to me like more boost is not what you need. I have similar upgrades on my '99 9-3 SE, and am running at 19 psi with no problems. Until you have more ability to move air, adding boost will result in diminishing returns.
I am running the Abbott down pipe / cat bypass pipe with good results. I plan to have the head ported and throttle body bored out. This will help move air faster.
Also, you're talking about increased boost with the stock turbo, which was designed for lower boost. When running higher boost, it generates more heat than a larger turbo would. Upgrading the turbo not only adds to the turbo's life (it doesn't work as hard to make boost), but reduces heat, which creates more power.
Also, remember that air needs fuel. I would check on upgrading my injectors / fuel pressure regulator before I cranked up the boost any further.
