Over Boost Cut Out Problem - Long

I have a performance tuning question regarding my 1992 Turbo convertible. As far as upgrades, I have a Swedish Dynamics APC unit, 30# fuel injectors, a rising rate fuel regulator, an MSD 6BTM with Blaster Coil ignition. Magnacor spark plug wires and a 2.5 inch stainless cat back exhaust. I boost well into the red zone and reach a sustained max pressure of 15 lbs before I start to cut out. Above 15 pounds, I get a pulsing as the over boost control begins to kick in. As the engine cuts out, it will back fire as the boost pressure fluctuates. My question is, what do I need to do and how do I correct this so I can smoothly boost beyond 15 pounds without the cut out. I have heard many mention that1/2 watt resistors can be placed on the yellow wire of the air mass meter. Also, a pre 1989 ECU does not have the cut out programmed into it. I know there are some great tuners out there. Please share with me what you have done to eliminate that cut out.
