All 4 fenders on a c900 are double wall with spot welds joining at the outer lip. Nothing is bolt-on, it is all welded together. The outer layer is painted, and the inner layer forms the fender liner. Most cars have a plastic fender liner and a thin layer outer fender w/ curled-in “lip”. This tiny “lip” is all you can really bend with the classic baseball bat technique (see Honda, Toyota, Audi, etc.).
In any case, the bat idea was my technique at first...I used a 2" diameter steel pipe between the tire w/ 45PSI and the fender. I made a device to hold the body down during this procedure, so that more of the forces would go into the fender relocation and not just lift up the body.
I had previously removed part of the inner liner, so I had single layer between about 10 and 2 o'clock as you look at the wheel arch like a clock. This area pushed up and relocated pretty well, but didn't even come close to the final shape that I wanted. Plus, the paint was all cracked and ruined.
The areas that were still double wall did not move one millimeter with the rolling bar or the hammers. I ended up grinding off the rest of the spot welds, and sectioning out the remaining inner fender so that I could work on the outer layer alone. This is finally how I got the shape & clearance that I wanted. Now off for some hammering before it gets dark!
