Indeed, it is the plastic lower housing that 'governs' the shift pattern on 99s and c900s. 4-speeds are different from 5-speeds; if one is running a 5-speed lower housing with a 4-speed box, I don't think it will grab reverse properly.
There's other differences too. My '74 99 rally car (first event this weekend!!) has a smaller diameter shift ball than any of the c900s I've torn apart. The Jorgen Eriksson built short shifter will not work without swapping in the entire shift rod from a later car. And the '74 also doesn't have that detested tapered retaining pin that hooks up the shift rod to the tranny; it just has a normal bolt and nut!
