Viggen wheel disaster

What a week.....
Early in the summer, we got a scratch aound the outside edge of the driver side front wheel. Last week I was getting ready to put the summer wheels on and remove the winter wheels and dropped by my local tire shop to see if they had a contact who could buff the scratch out of the rim..
He said he knew a great wheel man who could make 'em look like new. It would take a couple of days. He called on Wednesday and asked me to come by and pick up the wheel. I did, and much to my surprise, the wheel had been completely repainted - Grey. He apologized profusely and has sent the wheel back for another week of work (along with another rim to make sure the finish matches.
My thoughts are:
1- they'll never get the wheel fixed properly now that it has been painted.
2- if they don't get it fixed, they owe me a new wheel.
3- i need to find a reputable whell repair place in Chicago
