al that is controlling your boost up to about 3500RPM is the exhaust blowing the WG open there is no boost signal at all getting to the WG trust me
after that the APC gives some controll
if your boost is unstable with a normaly working APC retard your timing a bit,feed it more fuel or even turn up the K pot in the APC a bit but dont do what you are doing you will blow a headgasket if you are lucky
if you are not you will be installing an engine :-(
the way you are going about it gives you no knock sensativity at all
AND UNLESS YOU REALY KNOW WHAT YOU ARE DOING YOU NEED IT
I dont do it that way & am able to get over 23 lbs boost if I want it I have a wideband & other means by which to monitor things & although I have neutered my knock sensativity I havent killed it alltogether its nice to have it there
please ask lots of questions the only stupid ones are the unasked on
