Boosting past 15.5psi! Shouldn't I have hit a fuel cut?

It's about 41 degrees here(Greenville, SC), and before and after my trip to get dinner tonight, I notice, with the engine off, my boost gauge reads +1 psi. (which is fine, since there is a significant temp change since I last equalized it.) So in my head, I just subtract 1 psi for the boost levels I'm creating.
Well, let's say I had a "fun" trip to and from getting dinner. I did a rolling start "stretch" of 3rd gear. The (mechanical auxialiary mounted on my a-pillar) boost guage climbed steadily up to 19(18)psi and setteled right back down to 17(16)psi and held there for the duration of the pull. No fuel cut, just that it couldn't hold that peak boost of course. I don't understand this -- I thought the fuel cut-off was at 15.5 psi? Am I treading in dangerous water here not ever hitting a cut? Does this mean it's safe to crank down on my MBC+A some more? If I open the Anticipator a little more, will I be able to hold that peak boost? Thanks for your help -- My description is below:
'99 9-3 SE HOT, 60k
Mods that might matter:
- 3" Intake Mod
- K&N Panel Filter
- Sport Exhaust
- MP Clamp and Brace
- SAS Rear Sway Bar (22mm)
- Forge Blow Off Valve
- MBC+A
- Autometer Boost Gauge (-30/20psi) - tapped from vaccuum hose between BOV and Throttle Body
**note: I bought this car with 40k on it, and it appeared bone stock... I *guess* there could be an upgraded ECU in it, but I really doubt it
