jak: update on turbo problem-still no boost...

1.I disconnected battery,lr=eft it for 15 min. to reset ecu-this should be enough time,correct?
2.I checked waste gate and wastegate actuator-wastegate actuator diaphragm seems o.k. (holds pressure) and I can hear wastegate seating itself when I move the arm-the arm has not moved at all,it is still connected in the same orientation as always.I set base boost by putting the actuator turnbuckle on the wastegate arm when it just seats,and then an additional 3.5 turns in on the turnbuckle (per alldata instructions).
3.I checked all connections that I had taken off at any point in this project-all parts,hoses,connections fastened securely.
4.Started car-while idling,I pulled the hose off the "W" barb on the bpc solenoid and revved the engine multiple times to check for boost at idle.I think the bpc is working (correct me if I'm wrong).I could feel a small amount of pressure coming out of the "W" port with my finger only when the engine was revved up.It felt metered in some way.It was like a buzzing feeling.I think because that bpc must move back and forth or maybe that is just how the boost feels,not sure.
5.Checked turbo to ensure it is not seized-it is fine-shaft spins freely.
Is this correct bpc setup?-C=compressor W=wastegate Actuator R=Return to air intake?That is how I have it configured.
Results:still no boost.I don't know what to check next.Any thoughts?
