I have heard of this with VDO. Search some VW forums and you will find several fixes. Are you using the VDO tubing and connectors? BobS is right that you need to minimize pressure at the gauge. It will not affect accuracy as long as pressure reaches. You just want to slow that pressure down and decrease it somewhat. Again check VW forums, one of them sells a tubing kit that eliminates this issue. Also, this will happen when new, so don't worry about getting a lemon gauge. I've heard Autometer don't so this.
