Hope all's well.
The rising rate fuel pressure regulation can be complicated since there are varying types, etc.
If we were to use your 9-3 as an example, the fuel rail pressures with the factory 3.0 bar fpr can be calculated by taking atmos. pressure (14.7psi) adding current engine conditions (let's say that we want to see what your fuel rail pressures are currently at when you are at a maximum boost target of 14 psi over atmos. pressures. if we take 14.7 + 14psi multiply this by the 3.0 bar fpr gives us 86.1 psi fuel rail pressures when at full turbocharger boost pressures.
The RRFPR can be installed after the 3.0 bar fpr to increase these fuel pressures when under intake manifold pressures. In some cases, the RRFPR will act as a controlled restriction in the return line active only under manifold pressures which provides adjustment for additional fuel rail pressures over the 3.0 bar regulation.
Maximum fuel pump capacity can allow for up to 120 psi fuel rail pressures (although this isn't recommended) and we will use this as an example only.
If using the RRFPR to it's maximum, fuel pressure regulation could be at 4.18 bar as 14.7 + 14 x 4.18 = 120
End result would be that the adjustment of the RRFPR could allow for any range of fuel rail regulation from 3.0 bar and up to 4.18 bar.
