Sounds like he is refering to stock max boost as 15 PSI and is not interested in exceeding that. So a MBC+A might be what he needs.

Low octane fuel is totally out of the question when imposing boost this way. You also need to keep injectors and combustion chambers clean with Techron Concetrate and run non-platinum plugs, and cooler too. So BPVR7ES11's for a start and if they foul, then move to the hotter 6ES plugs. The fouling would be a function of how you drive and city/highway mix.

A Viggen IC would be a good improvement. If you have a 99set-hot, then you have that already. If there is a cone filter under the hood, that has to go. A stock air box with a K&N 33-2663 plus a 3" duct mod would be better. If not a HOT varient, there is a chance for 1999 that the 2" turbo compressor discharge hard pipe has a silencer in it that has to go.

You really should use Mobil 1 0W40 or 5W40 with these mods. Also recommend use of Purolator PureOne PL10241 filter. Not cheapest options.

What is a new engine? Year? Do in fact know that the head bolts were hand torqued? Does engine have new rings etc... might be good to let it break-in for a while before increasing the boost.
